Some important stuff you need to know first:
** This will install Siri GUI ONLY
** This will not connect to Apple official Siri’s server
** It means its functionality will not work
** ONLY for iOS 5 firmware

How to Install Siri GUI on iPhone 4, 3Gs and iPod 4G

Step 1. Jailbreak your iPhone 4, 3Gs, iPod Touch 4G running iOS 5 firmware using RedSn0w (it is faster).

Step 2. Download Siri for iOS 5 on iPhone 4/3Gs and iPod Touch 4G (the file is zipped, download link below). Then extract it using Winzip, winrar, etc,.

Step 3. Download i-Funbox or iPhone Explorer. This tool is needed to copy required file into your iDevice (we’ll use iPhone 4 from now on).

Step 4. Connect your iPhone 4 to computer with its USB cable >> run iPhone Explorer >> AssistantServices.framework folder to following path of your iPhone:

Root > System > Library > PrivateFrameworks

Step 5. Copy all files inside Springboard folder (of the file you’ve downloaded in step 2) into following path of your iPhone:

Root > System > Library > CoreServices > Springboard.app

Step 6. Now run iFile app on your iPhone (or download it first from Cydia), then go to this path:

System > Library > CoreServices > Springboard.app

Step 7. Now you should see .plist file there. Open that .plist file for your respective device. For iPhone 4 the file will either be named N90, N91 or N92 and for iPod Touch it will be named as N81AP.

Step 8. Add new property list to the .plist file and name it assistant. Set the class to “Boolean” and value as “Yes”

Step 9. Add this: <key>assistant</key><true/> to the .plist file

Step 10. Finally simply respring your iPhone. Once done, you’ll now can enjoy Siri on your iPhone 4, 3Gs or iPod Touch 4G. But please keep in mind that you won’t be able to ask Siri to do something like making a tweet, making a call, sending text message, etc. Why? Because it will not connect to Apple’s server as it only installs Siri GUI. However, we’ll need to wait until Apple release Siri for other than iPhone 4S officially.
